Experts in a number of provinces have learned that solutions to a safe community do not rely on simply police and the justice system – it requires an integrated and collaborative approach. As head of a new national agency, Community Justice Scotland (CJS), Karyn’s mandate is to provide assurance to Scottish Ministers on the collective achievement of community justice outcomes across Scotland. A National Hub for Innovation, Learning & Development is also a function of the CJS.

Strategic Planning for Police Services: Do you have the right plan?

This presentation will discuss changes related to provincial legislation that requires more police services to prepare a business or strategic plan and present it to the public. Police boards and commissions review, direct and approve these plans. But are they getting it right? Dr. Caputo with his colleague Dr. Mike McIntyre undertook a review of the strategic plans of 23 police services in Canada and found that the idea of strategy was closely linked to looking at what police do rather than identifying what the organization needs to be good at in order to succeed. The nature of crime is changing and police services must change to adapt. This session will guide delegates through why “the organizational strategy setting process represents an important tool organization leaders can use to encourage and support continuous organizational evolution, thereby enhancing the likelihood of success”.

When a Globe & Mail report was published indicating that 1 in 5 sexual assault claims were being dismissed by police as ‘baseless’ it brought to the issue to forefront of Canadians. Many police services in Canada committed to a complete review of closed files and others looked at other jurisdictions to see how sexual assaults were investigated. The issue is not new to police but it is a wake-up call for police governance bodies. Police across the country are now exploring specialized training in investigating sexual-assault cases and many are looking to the Philadelphia Model where police share their sexual assault files with advocates who work in the area of violence against women (VAW) for their input and review. The panelists include criminologist Holly Johnson, VAW advocate Sunny Marriner, Executive Director of the Ottawa Rape Crisis Centre (ORCC) and Stephen McCammon, a lawyer for Ontario’s Information & Privacy Commissioner who developed a legal framework for VAW case review that aligns with Ontario’s privacy legislation.

This presentation will include the development and implementation of the Ethical Framework at the Gatineau Police Service that was successfully embedded into the culture of the organization. While the creation of an ethical framework was spearheaded and implemented through senior management, the framework itself was developed at the grass roots level with representation from police officers, and civilian staff, and input from the community and utilized academic research. The final product was designed to guide the entire police service, from new recruits up to the chief constable. A key element of the framework is its proactive focus, with the goal of preventing complaints against police. This is beneficial to officer development, officer mental wellness and career opportunity, as well as in 4 the protection of public trust and confidence in the police.

Police boards and commissions were established as a way to eliminate political and partisan control of local police services. Police boards and commissions are supposed to operate beyond the control of political or private interests. As are members of the police service and their leaders. But are Canadian police and their governance bodies operating in an effective, independent, apolitical, non-partisan way? The four panelists will approach this topic and offer their own insight into composition of boards, relationship with the chief, accountability to communities served, risk assessment and risk management practice to highlight a few. Best Practices Policies for Return to Work/Stay at Work for Workers with Mental Health Conditions, Occupational Trauma and Operational Stress Injuries

Dr. Katy Kamkar, Ph.D., C. Psych., is a Clinical Psychologist at the Centre for Addiction and Mental Health (CAMH). She is an Assistant Professor within the Department of Psychiatry, University of Toronto. Dr. Kamkar is a Member of the Collaborative Centre for Justice and Safety (CCJS) Advisory Council. Dr. Kamkar serves on the Canadian Institute for Public Safety Research & Treatment (CIPSRT) National Policing Research Committee. CIPSRT is a National Action Plan to address Operational Stress Injuries among Public Safety Personnel (PSP) in Canada. In this session, Dr. Kamkar will explore workplace mental health, resiliency and occupational disability for police personnel. Through her research, Dr. Kamkar has developed some evidence-based practice guidelines and policies on return to work/stay at work for workers with mental health conditions and on occupational trauma, operational stress injuries, and resiliency. Dr. Kamkar started a Police Blog series: "Behind the Badge: Mental Health and Police Service" to further help reduce the stigma of mental illness, promote mental health and positive cultural change and the understanding 6 that mental trauma should be recognized and treated the same as a physical injury.
